[ioquake3] in-game server browser not showing servers

I have Windows XP with no service packs or security updates installed.
Earlier versions of ioquake3 such as
http://ioquake3.org/files/ioquake3_setup-rc3.exe (1.34 branch r 993) work,
yet the download
http://ioquake3.org/files/angst/ioquake3-1.35_SVN1341-3.1.x86.exe does not
work.  I am getting game servers coming from the master server apparently
(parsed messages) yet no game servers are appearing in the in-game browser
in r1341.  I also tried compiling r1345 and it is also busted on my system.
Cannot see game servers in in-game browser in Quake III Arena.  Please help.
